Default A middle ground?

This is regarding past skill changes.

There have been loads of nerfs towards skills in the past. Many of them way too harsh that have completely knocked the skill out of use.

These like Ether Renewal and OoB (which only seems to be used by Touch Rangers now).

Surely its about time these skills were unnerfed. Not back there original settings... at that wouldn't change anything. I'm talking about somewhere in the middle, or exact exactly the middle. Something like 15% life sac on OoB so it might be a good choice.

Whoever balances needs to realize something. If a skill is overpowered, completely killing it isn't the solution. Making it balanced is. Way too often does Anet completely kill an overpowered skill as opposed to adjusting it.
